RC 2.2 - 60mm cutting jig

To go with https://www.thingiverse.com/thing:7301508 , a tire cutting jig so you can use current 2.2 buggy tires instead of decade old 60mm/61mm/2.4/Evo standard tires. The bottom gets inserted with the recess facing up in the tire, an m4 bolt clamps both together and a couple rounds with a #11 xacto blade peels off the inner bead. I tested this on Rawspeed 4wd buggy slicks in green compound, which would probably be the worst to cut other than gumball pink, and it worked fine.
