Reduced Wolver 999 Handguard

Just removed the bottom half of the handguard, not sure why you would need this but I saw it in an old post by Hing Yip so like thought I would just make it cuz its cool, more handguards coming in the future. the smooth one does not have the half oval openings in the bottom half
